This week, USEPA Region 5 sent a 10-page letter to Lake County Board explaining the health risks from EtO data gathered from LCHD in 2019 & 2020 testing phases. (https://bit.ly/3Dal2Dd)
They summarized the initial health risks from Medline & Vantage from the data collected from LCHD in Fall/Winter 2019 (pre-installation of emission controls). These calculations suggested health risks to LC communities were elevated above USEPA acceptable threshold.
This validates what Stop EtO has been saying for the last 3 years! We’re glad Region 5 finally admitted EtO pollution in LC as a problem.
The letter continues to say that Region 5 used the IL EPA permit caps of 150 lbs/yr (for Medline) and 110 lbs/yr (for Vantage) as the upper benchmark to calculate risk post emission control installation.
They did not use the actual data collected from LCHD in April 2020 (post installation of emission controls) to calculate risk. They dismissed that data set saying, “𝘌𝘗𝘈 𝘣𝘦𝘭𝘪𝘦𝘷𝘦𝘴 𝘵𝘩𝘢𝘵 𝘮𝘰𝘥𝘦𝘭𝘪𝘯𝘨 𝘳𝘦𝘴𝘶𝘭𝘵𝘴 𝘱𝘳𝘰𝘷𝘪𝘥𝘦 𝘣𝘦𝘵𝘵𝘦𝘳 𝘦𝘷𝘪𝘥𝘦𝘯𝘤𝘦 𝘧𝘰𝘳 𝘵𝘩𝘦 𝘪𝘮𝘱𝘢𝘤𝘵𝘴 𝘰𝘧 𝘔𝘦𝘥𝘭𝘪𝘯𝘦 𝘢𝘯𝘥 𝘝𝘢𝘯𝘵𝘢𝘨𝘦 𝘵𝘩𝘢𝘯 𝘵𝘩𝘦𝘴𝘦 𝘮𝘰𝘯𝘪𝘵𝘰𝘳𝘪𝘯𝘨 𝘳𝘦𝘴𝘶𝘭𝘵𝘴 𝘥𝘰.”
And they absolutely decided not to touch the potential of EtO warehouse emissions, unregulated by Illinois EtO laws and a proven problem in GA. In fact, the Republican governor in Georgia called these findings “highly concerning.” Whereas Illinois Democrat Governor Pritzker has never acknowledged the problem or asked his IL EPA to investigate it.
They concluded the letter saying the health risks post installation of emission controls are under their threshold and safe. In other words, Region 5 sided with Lake County polluters. Again.
T𝗵𝗿𝗼𝘄𝗶𝗻𝗴 𝗮𝘄𝗮𝘆 𝗱𝗮𝘁𝗮 𝘄𝗵𝗶𝗰𝗵 𝗱𝗼𝗲𝘀𝗻’𝘁 𝗳𝗶𝘁 𝘁𝗵𝗲 𝗻𝗮𝗿𝗿𝗮𝘁𝗶𝘃𝗲 𝗶𝘀 𝘂𝗻𝗱𝗲𝗿𝗵𝗮𝗻𝗱𝗲𝗱, 𝘀𝗻𝗲𝗮𝗸𝘆, and ultimately deadly for residents. If the EPA did not trust the April 2020 data set, they should re-test and gather more data, not replace the data with “prediction models.”
Furthermore, independent air testing from Stop EtO conducted Aug & Sept 2020, showed emissions by Vantage & Medline were still dangerously high & included off-gassing data by one warehouse. https://bit.ly/3mkpLLv .
We believe Region 5 is trying to clear its name from the damaging OIG report (https://bit.ly/3a1FEki) that clearly blames Region 5 for inaction in Lake County, IL. They’re using prediction models to conclude that their job in Lake County is finished.

Politicians, like Congressman Schneider, who have personal interests linked to our polluters and have accepted donations from them for years, will grab the opportunity this US EPA letter provided them to declare Mission Accomplished in Lake County.

This letter combined with the charges of the OIG report convinces us that communities must have continuous fenceline monitoring for EtO polluters.
